In July 2005 La Alhóndiga, Centro de Ocio y Cultura, S.A.U. drew up a cooperation agreement with BILBAO Ría 2000, which then took over responsibility for construction. BILBAO Ría 2000 is a publicly-owned company incorporated on 19 November 1992. It is owned equally by the Central Government through public entities (SEPES – a Public Property Entity attached to the Ministry of Housing; the Bilbao Port Authority, the Renfe and FEVE rail services), and the Basque authorities (Basque Government, Provincial Council of Bizkaia, Bilbao Town Hall and Barakaldo Town Hall). Its mission is to recover deteriorated areas or industrial areas in decline in metropolitan Bilbao. To do this it coordinates and carries through construction projects in relation to town planning, public transport and the environment.
